Re: UPGRADING SECURITY IN GLENMARIE COURT

During the Annual General Meeting in 26th March 2006, a mandate was given to the GCHA Exco to form a special committee to look into the Security and Safety for Glenmarie Court.

In June 2006, during the GCHA 2nd Exco meeting, a Special Security & Safety Committee (SSSC) was formed to look into the upgrading of the security in Glenmarie Court. The SSSC met on the 6th June 2006 and a presentation and subsequent report was prepared by Major Sng. It is proposed that the whole area of Glenmarie Court is divided into Security Zones as follows:-

Zone 1 : Left side of guard house facing Persiaran Kerjaya
Zone 2 : Facing the Subang Interchange
Zone 3 : Facing the left side of the sewage plant
Zone 4 : Facing the Highway (towards Saujana)
Zone 5 : Facing the left side of the tunnel
Zone 6 : Facing Golf Course
Zone 7 : Facing the right side of the main guard house

It was further discussed and suggested that:-

  1. Zone 5, 6 & 7 will be using the electronic photo beams to secure against intrusion.
  2. A footpath to be constructed outside the perimeter for Zone 1, 2 & 4 for guard dogs and dog handlers for patrolling.
  3. Zone 3 will have patrolling inside Glenmarie Court.
  4. Flood lights will also be utilized for these areas of Zone 1, 2, 3 & 4.
  5. The whole of Glenmarie Court to be monitored by a Central Monitoring System (CMS).

The cost for the implementation of the above was estimated as follows:-

Phase I – the installation, and commissioning of the CMS has been completed in January 2007 which costs only RM8,805/=. For connection, each household has to pay RM100/= towards the cost of the CMS and RM150 for individual connection fee to the specialist contractor for their individual alarm system to the CMS. So far, only 33 households have been connected, representing 19% of the total households in Glenmarie Court.

In view of recent burglaries and break-ins that had taken place recently, the GCHA Exco had reviewed the Special Security Committee’s recommendations again on the 16th April 2007 and recommend to put in place Phase II of the Security System. If the residents give the support for the construction and installation of Phase II, works can start in May 2007. The Association encourages all residents / owners to cooperate in order for this to materialize.

It is crucial that the construction Phase II have to be carried out soonest to avoid further break-ins / burglaries especially after the recent spat of burglaries / robberies. We believe that after the construction of Phase II, this will enable the guards, dogs and the dog handlers to further secure Glenmarie Court.

The cost of the “Construction of Phase II” is estimated to be RM150,000/= and if we divide the cost among the Owners / Residents of Glenmarie Court, it will cost about RM850/= per household.

We are assured that with the implementation of the Phase II of the Security, coupled with the CMS which is already implemented, both these preventive measures could equip Glenmarie Court with an effective security system.

In order for Phase II to be implemented, we have to possess enough funds for the construction & installation. We would appreciate if owners / residents could contribute to this fund urgently to make it possible.

In September 2006, when the Association sent out a circular to all owners / residents pertaining to the contribution for the installation of the Central Monitoring System (CMS), 55 interested owners / residents responded but only 35 have paid, making the total collected for the CMS at RM3,500/=, compared to the cost which is at RM8,805/=.

Unfortunately, contribution for Phase I had not been encouraging. In order for Phase II to be accomplished, we encourage owners / residents who wish to contribute more than their share to do so. The Association would like to thank every contributor in advance for their generous giving.

Re : GARDEN AND LANDSCAPE WASTE

Recently, Glenmarie Court emerged as the “most beautiful” area in the landscape competition - 2006 under Zone 3 of Shah Alam organized by MBSA. We believe it is the duty of every Glenmarian to maintain and upkeep this good image. On the part of the Association, we have taken all steps to maintain the cleanliness and the beauty of the whole of Glenmarie Court.

Earlier we circulated a flyer pertaining to collection of garden / landscape waste which was also highlighted in our recent newsletter that garden / landscape waste will only be collected on Mondays, Wednesdays and Fridays. On other days, please keep your garden / landscape waste in your own compound.

Kindly take note that in spite of our circular sent out earlier and the article highlighted in the newsletter regarding the above matter, garden / landscape waste are found untidily thrown outside the houses or in the common areas. Please find attached copies of pictures of the garden waste untidily and carelessly thrown. We encourage all Glenmarians to educate their maids and gardeners not to dump any garden / landscape waste in the compound / vacant land in front of their houses or in the playground or in the common areas. Please inform your maids or gardeners to bring out the garden / landscape waste and placed outside your houses, only on the days of the collection so that the vicinity of Glenmarie Court would look neat and tidy on the other days. This is necessary in order to maintain Glenmarie Court’s image as the most “clean and beautiful” residential community in Shah Alam.

Your support and fullest cooperation on the above matter is very much appreciated by the residents of Glenmarie Court and the Glenmarie Court Homeowners’ Association.

Re: CONTACT NUMBERS OF THE GUARDHOUSE
AND THE SECURITY OFFICER-ON-DUTY

During the last AGM, it was brought up by our members that the contact numbers of the guardhouse and the Security Officer-on-duty be given to all Residents in case of emergencies.

Re: CONSTRUCTION SITE VERY NEAR TO THE PERIMETER OF GLENMARIE COURT BUNGALOWS

We refer to our letter sent to Datuk Bandar of MBSA dated 30th May 2007 pertaining to the above subject which has been copied to you earlier.

Subsequent to the letter sent to Datuk Bandar, a visit was made by Mr Mohan, our Property Manager and Ms Eileen, our Administrator to Puan Fuziana of the Building Department of MBSA.

Points discussed are as follows:-

1. The construction that is being carried out by Esquire Corner Sdn Bhd at the back of Glenmarie Court is for the building of one(1) show house and one(1) storey office. Approval has been given by MBSA.

2. There was a signboard for the proposed construction of two(2) blocks of condominium put up for about two(2) years at the proposed site but no one objected to this proposed construction. After the two(2) years period, MBSA’s Building Department approved the project. Once approved, objections will not be entertained.

3. From the Building bye-laws:-

  • The fence / perimeter / boundary behind Glenmarie Court is being shared by both Glenmarie Court and Esquire Corner Sdn Bhd.
  • Esquire Corner has constructed their hoarding 3-ft away from the common boundary.
  • Construction i.e. the building of the show house / office lot has to be 6.1 metre or approximately 20 feet away from the perimeter / common boundary MBSA has already gone to check and they informed that the construction is according to the building bye-laws.
  • The walls of the bungalows in Glenmarie Court has to be built 10 feet away from the common boundary but at the moment most of the bungalows are built less than 10 feet away and one of the fencing of the bungalows is built up to the common boundary. This is against the building bye-laws.
  • The construction of the “kongsi” i.e. the wooden hut for the workers is not part of the proposed construction and has not been approved by MBSA.
    MBSA will get in touch with Esquire Corner Sdn Bhd and request them to bring down the “kongsi”.

We trust that the above points discussed with the building department of MBSA will be able to give you a better picture of the construction site.

RE : Aedes Mosquitoes Larvae Inspection by Aura Pest Control

Referring to an article in the New Straits Times dated 6 July 2007, Hulu Selangor & Kuala Lumpur has been placed on the red alert after 385 people went down with dengue fever in the first six months of the year and the local authorities are pressing the red button because the situation is dangerous. The main reason for the high number of dengue cases were illegal dumping, floods, potholes and ponds that became the breeding grounds for the Aedes mosquito which carries the dengue virus.

Checks by the Health Ministry on the places which tested positive as Aedes mosquito breeding grounds have shown that 89% of them are residential areas. This is followed by construction sites which accounted for 2.2%. Statistics from the Health Ministry also revealed that from 1st January to 23rd June 2007, 24,808 suspected dengue cases had been reported. This is more than half the number of cases reported last year, which was 38,556. It was also revealed that from January to 9th June 2007, the Federal Terrirory had 4,136 dengue cases, compared with 2,630 during the same period last year. It was further reported that as of 16th June 2007, there had been 52 deaths nationwide due to dengue fever. The number for the whole of last year was 83.

In view of the numerous outbreak of dengue cases in Shah Alam, GCHA has approached the Health Department of MBSA to carry out a house-to-house inspection. They informed that due to the numerous outbreak of dengue fever, there is a shortage of staff to carry out the inspection and has requested GCHA to appoint their own specialist pest control firms instead. Simultaneously, in order to render their support, MBSA will be providing a health officer to work together with the pest control firm during the inspection. As such, GCHA has appointed Aura-Pest Control Sdn Bhd to carry out the house-to-house inspection for the detection of any aedes larvae as follows:-

During the inspection by Aura Pest Control and MBSA, in case mosquito larvae are found in your compound, the MBSA Health officer will take specimens of the mosquito larva in front of you, labeled and send it to their health department for verification. Subsequent actions will be taken by MBSA if the specimen taken shows results of the existence of aedes mosquitoes larva where a fine of RM500/= may be issued.

Under the circumstances, every houseowners / residents are requested to clean and tidy all the areas of their compound which are prone to mosquitoes breeding like the plates of flower pots, rain gutters, clogged drains, uncovered containers / bottles, stagnant fish ponds, unwashed water tanks, garden waste, etc. Please keep your compound clean and free from mosquitoes breeding to avoid being summoned by MBSA as the breeding of aedes mosquitoes larvae is a serious offence and the penalty per spot is RM500/=.

Your fullest cooperation during this inspection period will be very much appreciated in order to keep Glenmarie Court free from the breeding of aedes mosquitoes.

 

RE : LANDSCAPING COMPETITION

We are please be inform all Residents in Glenmarie Court that there will be a Landscaping Competition in Shah Alam for the year 2007 organized by the Majlis Bandaraya Shah Alam (MBSA).

The Competition is as follows:-

1. Individual House Category
i) Best Landscape – Semi-Detached (Intermediate Lot)
ii) Best Landscape – Semi-Detached (Corner Lot)
iii) Best Landscape - Bungalows

2. Best Landscape Competition
i) The Best Entrance Landscape – Entrance
ii) The Best Landscape - Whole area

3. Closing date for participation : 30th August 2007

4. Inspection on the Landscape Competition by MBSA : September 2007

Note:- GCHA Landscape Committee carry out an inspection before the 24th August 2007 on every individual house who wish to participate and select three (3) best ones for submission for the competition to MBSA.

GCHA Exco wishes to invite every house owners of semi-detached houses and bungalows to participate in this competition. You are kindly advised to fill up the attached application form together with 3 photos (4R sizes) of your landscape outside and inside your compound and drop in the letterbox at the guardhouse. The date and time for GCHA panel for inspection will be let known through a flyer soon.

RE : Aedes Mosquitoes Larvae Inspection by Aura Pest Control

Further to our circular of 26th July 2007, 50% of the houses in Glenmarie Court were inspected by our appointed pest control specialist contractor, Aura Pest Control Sdn Bhd, during the period between 30th July to 2nd August 2007 for mosquito larvae. A report was submitted to GCHA and accordingly mosquito larvae were found breeding in the compound of a significant number of houses. Samples of the mosquito larvae were taken in the presence of the owners of the house or their maids during the inspection and will be tested for aedes larvae.

We append below the statistics of the inspection : -

The above result shows that 1 in 2 of the bungalows in Glenmarie Court are breeding grounds for larvae and these houses are given notices to clean up.

Re: APPLICATION TO MBSA TO APPROVE GUARDHOUSE EXTENSION

During the last AGM held in May 2007, a decision was made to go ahead with the construction of the extension of the guardhouse, as a substantial amount of funds (RM46,000/=) has been collected. Before this can take place, approval for building plans submitted by our Architect, Atsa Architects Sdn Bhd has to be obtained from MBSA.

As part of the process to obtain approval, a visit was made to the Planning Unit of the MBSA (Majlis Bandaraya Shah Alam) and we are advised to apply permission for the extension under “GUARDED & GATED COMMUNITY”, a new guideline from the Board of Housing & Real Estate.

Prior to the approval from MBSA, it is a requirement that all OWNERS of Glenmarie Court to agree and has no objection that Glenmarie Court will be a “GUARDED & GATED COMMUNITY”. This will be in a form of consensus from all OWNERS of Glenmarie Court which requires OWNERS’ particulars and their signatures as per Annexure I attached.

Please fill the attached Annexure and drop it as soon as possible, either in the GCHA mail box or at the GCHA temporary office at No. 20 Jalan Eksekutif, U1/6D, Glenmarie Court.

Your action and kind cooperation is greatly appreciated for the processing of this application to MBSA.

COLLECTION OF GARDEN WASTE BY ALAM FLORA & AGRO FRESHLAND

We refer to the above matter.

After some negotiations with MBSA and Alam Flora since April 2007, MBSA has now authorized Alam Flora to come into Glenmarie Court to collect the garden waste with effect from September 2007, once a week i.e. every Monday.

As Glenmarie Court is full of beautiful landscape and trees, collection by Alam Flora, once a week is insufficient and we will still require our Landscape contractor, Agro Freshland to collect the garden waste on other days. As Alam Flora has just started collecting the garden garbage, we need to monitor and have a test run on Alam Flora’s regularity and efficiency before we reduce the days of collection by Agro Freshland.

Since Alam Flora comes into Glenmarie Court on Mondays to collect the garden waste, GCHA has now rescheduled the collection of the garden waste by Agro Freshland to Tuesdays, Thursdays and Saturdays on top of the Mondays that Alam Flora is coming. In other words, the collection is now every Monday, Tuesday, Thursday and Saturday. Please inform your maids or gardeners to bring out the garden / landscape waste and placed outside your houses, only on the days of the collection. On other days, please keep the garden garbage bags inside your compound or in the waste compartment in your house in order to compliment the surroundings of Glenmarie Court to look clean and tidy and to maintain and upkeep the good image of Glenmarie Court which has emerged as the “most beautiful” area in the landscape competition under Zone 3 of Shah Alam organized by MBSA last October in 2006. The maximum for each household is three(3) plastic bags.

On the part of GCHA, we have taken all steps to maintain the cleanliness and the beauty of the whole of Glenmarie Court. In spite of many circulars sent out earlier and the article highlighted in our earlier newsletters regarding the above matter, garden / landscape waste are found untidily thrown outside the houses or in the common areas.
